As the next incoming mail

notify the appointment of one, I was unwilling to make any innovation or alteration in what and so long been the position of affairs, and holding a I do at this date, only the temporary rosition of Governor, I have to embarrase either yourself or the Governor by any expression

as to the respective merito of Mews Pennie and Alexander
